wind speed Weibull distribution

Wind speed as a Weibull distribution random variable V, incorporating a model of its time-variability. The defining property of this distribution is that P(V>v)=exp(-(v/c)^k), i.e., the probability of exceedance decreases exponentially with a power of the scaled velocity. Here, c is called the scale parameter and k is called the shape parameter.
